So NOAA doesn't just screw with data to give the preferred outcome:

Anytime a .gov employee says 'I'm exempt from that law, because public employee/public vessel/whatever!', they should be immediately fired. And prosecuted. And the agency who had a hand in them thinking this should have their budget cut. Maybe 25% as a start.

I can tell you for a fact that military officers are not exempt from those laws and can be held criminally and financially responsible for environmental damage. So, I don't see why other branches of the same executive branch would have different exemptions status.
