and I wonder why? After all, they 'have a calling', and you'd think they'd be proud of their actions, even if they do include damn near killing a baby through flat-out incompetence. And now, just to make it even better,
Habersham County's attorney provided the following statement,
saying: "The question before the board was whether it is legally
permitted to pay these expenses. After consideration of this
question following advice of counsel, the board of commissioners
has concluded that it would be in violation of the law for it to do
so."
Because the SWAT team blowing up babies is a slight difficulty, but paying for the damages is Just Not Done.
Whereas screwing the family over further is just fine.

I can't see this surviving a real appeal to a court. In the mid 19th century there was a move and a few lower level court cases holding that paying out such damages was not on the list of actions the corporation was authorized to do, so a corporation could not be held liable for damages caused by its employees acting in furtherance of the corporation's goals.
Combine that with the corporate limitations on corporate liability, and no human being today would act on his or her own behalf as an individual (the legal term distinguishing a human person from a corporate person, btw). Fortunately adults intervened.
