here's a fixture for finishing 80% lowers that uses a drill to make the initial holes, and finishes the cutting with a router.

Lowers aren't high density appliances. You can make them from plywood. The hard part happens in the chamber/barrel/locking lugs of the upper. Or you can start from scratch and make your own guns from all manner of things
