I always wonder if 'they rarely attack' actually means

"We only count it as an attack if there's a witness or physical remains.'  Which means in a really successful attack, it just might not go on the record.

When people who make wildlife decisions don't understand the meaning of apex predator, you get animal populations that see us as prey. Just look at the increase in mountain lion attacks in the US.
