On the 'offensive weapon' BS in Britain

noted in this post, Windy put this in a comment:
When the representative of government tells you to do nothing when a criminal wants something, government is telling you that the action of the criminal is authorized and supported by the government.

'Authorized and supported by'... Don't know as I'd put it that way, but I can very well see his point. De facto, if not de jure.
