From the past, I've said When an agency this this kind of contact with and influence over the Federal Govenment gets this hysterical over the word 'audit', they need one. Badly.

The authorities in Tennessee seem to have tried to slip in
a backdoor registration system for concealed-carry permit holders, but it kind of blew up in their faces.
They're saying it was 'a mistake', 'no intention of building a registration system', etc. I call bullcrap because, as Jon says,
Sorry Tam, but after working with State employees for a bit now, I can say that it was intentional. No one creates a form and sends it outside the office without a) a committee, b) at least one level of supervision of that person reviewing the form.
In this case, if it was the result of an audit, then the auditors or auditor’s liaison had to sign off on it too.
I don't believe this just 'slipped through', etc. This was done intentionally, and now they're in CYA mode. I mean, c'mon, does anyone really think a form set up this was didn't have to be approved at least once by someone in authority?

Turns out the T. Boone Pickens wind-power plan has a lot
more involved than wind:
Pickens hopes that his recent $100 million investment in 200,000 acres worth of groundwater rights in Roberts County, Texas, located over the Ogallala Aquifer, will earn him $1 billion. But there’s more to earning such a profit than simply acquiring the water. Rights-of-way must be purchased to install pipelines, and opposition from anti-development environmental groups must be overcome. Here’s where it gets interesting, according to information compiled by the Water Research Group, a small grassroots group focusing on local water issues in Texas.
Purchasing rights-of-way is often expensive and time-consuming -- and what if landowners won’t sell? While private entities may be frustrated, governments can exercise eminent domain to compel sales. This is Pickens’ route of choice. But wait, you say, Pickens is not a government entity. How can he use eminent domain? Are you sitting down?
Check it out. And if you live in Texas, you ought to contact your legislator about this.
