They always want to wind up with people in camps.  Which is why they want lists, so they know who to go after first.

And why they want private ownership of arms banned; it's so much more difficult to stuff people into boxcars when they shoot you when you start giving orders- oh, that's right, they plan to order other people to do that part of it, they'd never get their own hands directly dirty.
