And then Himes comes out with this:

Well, I know a lot of people would be very happy to have M4s and subguns taken out of the hands of the police(especially the SWAT teams), so-
oh, wait, he doesn't think cops are that lesser of the species known as 'civilians', so it's OK for them to have weapons for the explicit
purpose of killing lots of people quickly; after all, that's what cops are supposed to do, right?
Someone should show Himes that quote from Commander Vimes:
It always embarrassed Samuel Vimes when civilians tried to speak to
him in what they thought was "policeman." If it came to that, he hated
thinking of them as civilians. What was a policeman, if not a civilian
with a uniform and a badge? But they tended to use the term these days
as a way of describing people who were not policemen. It was a
dangerous habit: once policemen stopped being civilians the only other
thing they could be was soldiers.
Of course, soldiers are under the command of the government, not the citizens; and it just might be that Himes likes that idea.
