Many of the parents insist that their children aren't better than others, and so should be there. Strikes me as the wrong attitude to have. Some of them also are attempting to use the presence of children or infants as a shield - that they won't be exposed to CS/OC if the child is there. Reality differs.

I agree. Who in their right mind would want to face maiming or death protesting the expulsion of criminals out of their community? What idiotic turds!
To answer your question, I'd say it's because they can't find a somali learing center that'll take 'em.
