When The Authorities fail to promote law and order and The People suffer, then The Authorities will, of Course not be surprised or outraged when some quiet member of the community, not related to or associated with any victim quietly dispenses justice to the offender and the people who protected him. Like B!oody Hell they won't!! They will be beside themselves that someone Did Something.. And they will condemn the vigilante justice,, which They laid the groundwork for.
All faculty and administration responsible for the policy should be taken into a central school location (along with the rapist of course) and be set on fire while every student and other faculty (and the dude's parents) are forced to watch. Ideally it should be televised so the rest of the nation finally gets that we are DONE.

Probably can't hold a single individual responsible, so may have to reload a few times.
