It's wet, and cold, and probably some patches of ice on the roads later,

which means Security Staff would be happy to spend an hour or so roaming around sniffing and peeing on things.  He was not real happy about coming in.  Which he'll have to live with it.

And yes, despite the light rain, idiots were out with fireworks at midnight.  

As far as expectations, I can't argue with this
