That article is a pile of rubbish. We're not grounded, and finally after depending on the Russians for a ride to the ISS we have our own manned space program again.
The FAA is a bureaucratic nightmare, yes, but they didn't 'cancel' the test. It was delayed, and it was a success (mostly) when it was executed a few days later.
Have a look at the launch schedule for SpaceX - https://www.reddit.com/r/spacex/
So far this month they have tested 1 Starship, and launched 1 Starlink flight. By the end of the month, if everything goes well, they will have launched (and landed) 5 rockets. Currently the next manned flight is set for April, and I expect the pace of those to pick up this year.

SpaceX flew the SN9, so the article is flawed in this regard. It remains to be seen how the Xiden-Ho admin is going to treat Space Force.
