"Public" - that means it belongs to everyone but you.
Rather than add the Bureau of Land Management to the list of fe'ral agencies to abolish - the whole fe'ral institution has lasted 237 years too long already, abolish the lot, and leave it to homesteading claims for the fe'ral lands.
