No, I'm not a lawyer.  No, not as simple as sounds(oh, THANK you BATFEIEIO), but the basics are there.  Which is why some Democrats not only want to bring back the transfer tax, but want to increase it, a LOT.  Because they can't stand commoners getting something like this without suitable government permission.
