We elect the people whom we believe to be the most competent, people who are supposed to have our best interests in mind (ideally), and we elect them so that they may govern the masses.
Lady, Deity-DAMNED if I've ever voted for someone to 'govern the masses'; I elect someone who's supposed to represent me. People who want to govern in that way want to rule us, and us nasty conservative/libertarian types do not hold with that. It makes us think of tar, feathers and ropes.
