Oh, God, this is just... discouraging comes to mind
The last time OCPD had some cows get loose, what we got was news video of a few guys on foot and a motorcycle cop herding them back in the direction they needed to go; no AR variants or scatterguns required.
I worked on a cattle ranch for several months once, and I've been around them off and on quite a bit since. The only time I saw a cow cause problems was when you tried to mess with its calf. The rest of the time a good shout or a swat on the ass worked fine for moving them around.
The 80-y.o. farmer, whose cow it was, and who I assume has taken a stick to a cow maybe once or twice in his career, got run flat by Bossie. After she had pretty much totaled the van.

To be fair, the cow was pretty frisky, having already taken out a 7-foot cinder block wall. Maybe it wouldn't listen to negotiations.
"Awright, Bossy, this is your last chance! Spit out the cud and surrender!"
Put it this way, it was bigger, stronger, heavier and could move faster than Mike (ear biter) Tyson could in his "hay"day.
A big stick usually works well with cattle, and if that fails, climb a tree!

Yeah, that is one seriously badass cow. What was that comment about a Dire Heifer?
I hope that, if it's ever my turn to get turned into BBQ, I can work up that level of motivation. :D
