Besides chipping firearms, the proposal also calls for investments in traditional “smart” technology such as those that allow a gun to be fired only by its owner.
That would be the 'traditional "smart" tech' that's so bad that every LE agency around has flatly refused to even think about using it.

Said it before, it's still true: the key word in 'gun control' is CONTROL.
