In its "framework" proposal, ATF wrote,
"The AR platform is the semi-automatic version of the M16 machine gun
originally designed for and used by the military.
Well, gee, last I read the AR was developed BEFORE the military saw it and got interested.

Nope, actually the AR-15 was developed from the AR-10 specifically to compete in the CONARC/SALVO tests for the replacement of the M14.
The AR-10 and AR-15 were both developed specifically for the military market, with semi-auto variants for civilian sale an afterthought.
(The AR-15 predates the M16 as a name, because that was its designation before adoption; but the AR-15 prototypes and the Colt 601s sent to Vietnam for the Special Forces before the M16 was adopted were all selective-fire.
Semi-auto came later; even the first Armalite prototypes were select-fire - look at the level on one of 17 prototypes.
Remember, the "AR platform" for the purposes of this discussion is "the modern civilian AR-15 pattern rifle", which is a semi-auto variant of the military rifle.
Note also that Colt didn't start selling the semi-auto SP1 until the M16 was adopted.
