The next idiot who makes any excuses for ISIL

needs to be horsewhipped.  And handed over to them.
The information on the laptop makes clear that its owner is a Tunisian national named Muhammed S. who joined ISIS in Syria and who studied chemistry and physics at two universities in Tunisia's northeast. Even more disturbing is how he planned to use that education: The ISIS laptop contains a 19-page document in Arabic on how todevelop biological weapons and how to weaponize the bubonic plague from infected animals. 
The laptop also includes a 26-page fatwa, or Islamic ruling, on the usage of weapons of mass destruction. "If Muslims cannot defeat the kafir [unbelievers] in a different way, it is permissible to use weapons of mass destruction," states the fatwa by Saudi jihadi cleric Nasir al-Fahd, who is currently imprisoned in Saudi Arabia. "Even if it kills all of them and wipes them and their descendants off the face of the Earth."

This could well be the ground preparation for a false flag;

It doesn't mean that ISIL aren't a menace in their area of operations - but what would they gain from an attack way outside of the area of Syria and Iraq that they still haven't secured full control over? and what would they gain by giving an excuse for nato to carpet bomb them from bases in Turkey and southern Iraq?

incidentally, bubonic plague is endemic in much of the western and southern US - flea collars on pet cats and dogs, and refraining from eating rats and marmots are all that's needed to stop it spreading to humans. Anthrax is present in the soil throughout Europe, once in a while an animal develops it and is shot and the carcasse burned.

That's not to say that the diseases don't have value as propaganda, but for whom?
