Is it something about New Orleans?
And if it is, should we just build the refineries and whatnot somewhere that it doesn't affect the morons running the city?

I've worked on 3 different projects in New Orleans over the past 20 years - 2 prior to Katrina and one to repair one of the floodwalls after Katrina. New Orleans is a world apart - a third world apart. Really great residents, but their city government is corrupt beyond belief. It wouldn't surprise me one bit if the city crooks are using their citizens as pawns in order to scam some more federal dollars - just my opinion, I could be wrong.
