So DHS has all the actual terrorist threats under control

so they have time to pull crap like this:
Donald Jack Phillis, left with brain damage following a 2002 beating during a robbery in Oklahoma City was frustrated because his VA appointed payee was late in making his payments for rent and phone use. He attempted to call the VA in Muskogee and received four voice mails. On the 5th call, he reached a woman and muttered about his constitutional rights, then said, "What am I supposed to do? Go to Ziggy Z's and buy an anarchist cookbook?"

That's all. He didn't threaten to kill anyone. He didn't make any threats about a bomb. But it wasn't long before two Homeland Security agents accompanied by five Oklahoma City police officers were at his apartment door. He was cited with two misdemeanors, making a terroristic threat and harassing the VA. In late July, he went to Oklahoma City federal court where a magistrate decided the charges should be dismissed. But, Phillis is under a Homeland Security threat that should he ever again call the VA, he will go to prison
.
I'll further note that unless they had some damn good reason to need those five OCPD officers, there was probably something useful they could have been doing instead of providing muscle and a show for the DHS clowns.

I won't speak for the moment of the idiot at the VA office who decided to call in the guy as a 'terroristic threatener' in the first place.
