Some chickens are coming home to roost,

but they don't have big enough claws and beaks for proper action.
AstraZeneca has admitted for the first time in court documents that its Covid vaccine can cause a rare side effect, in an apparent about-turn that could pave the way for a multi-million pound legal payout.
Lots of legal weaselwording, but they do say yes.

I thought these vaccine manufacturers had negotiated indemnity agreements with certain governments.

They did. I suspect there are two things they're worried about:
What this can do both to their bottom line now and their future reputation, and
they're probably terrified that someone will say "So they KNEW about this problem, at least very early on, and sent this out anyway because they figured the .gov would protect them; that should remove and government protection from their product and actions."

In the article it says the government will pay out on the lawsuit if the people win due to that agreement. Some help for the specific victim, still no consequence for the company or the people there, and all the taxpayers get shafted again.
