Install a few guys in the firehouse who don't go on the calls. I'd stock up on mop heads and hydrogen peroxide.
I figured that was how they want it to be. They took the first few steps towards anarchy and no one seems to have complained much (haven't heard a grassroots recall up that way). I guess that's what they want there?
