So it makes sense to postpone procedures when there's no risk or serious downside to delaying the treatment, IF doctors decided this on a case by case basis. BUT it makes no sense for a governor to practice medicine without a license - and with no capacity to review individual cases - and decide to shut down all non-emergency procedures.
