If I understand correctly, some candles in the Hanukkah menorah should be kept burning all 8 days of the holiday. So what the University is telling Jewish students is that it's too dangerous to fully follow their religious rite.
A better response if the U can't provide security: "You'll have to help us guard it. Here's a signup sheet for volunteers. We've arranged for the ROTC to loan you guns and train you on their firing range." But I suspect even Bob Jones University will turn out to be too "liberal" to do that.
