He's been living off OPM for his entire career, and his sense of entitlement has likewise put him on a suicide watch, at least so long as he is in custody. I understand he's out on bail now and can stay in his NY apartment, summoning call girls to satisfy his psychotic addiction.

I thought he might be referring to any number ofuseless academics and civil servants living on OPM, including our own CinC.
But this was just weird and disturbing.
