Translation: Helmke explained that people in large groups are exercising their rights, and that upsets him, because even through technically the Bill of Rights protects the right to keep and bear arms, people shouldn't actually assert that right, because it scares him.

It's about what you'd expect from his kind. There are large groups of people (Tea Parties) banding together to flaunt their First Amendment rights, and that seems to have a lot of people frightened also, usually of the same mindset as Helmke.
