Looks Eastern European, trainee is firing a machine gun of some type, releases the trigger and it won't stop firing. Guy in charge picks it up(was firing prone with bipod),and holds it pointing downrange till the belt runs out.
Dollars to donuts the perp(s) of the next "event" will turn out to be "previously known to authorities" and they just "fell through the cracks."
Vegas bookies won't even put up money against that.
