Obviously shooting a tire can cause it to deflate. Anyone that thinks shooting out a tire will stop an immediate vehicular threat is retarded. Watch a few episodes of "On Patrol Live" to see how that works. Even after successfully spiking tires, drivers routinely travel miles upon miles at high speed before the chase is ultimately terminated. Perhaps these "tire shooter advocates" could provide a demonstration. I'll drive.
Kentucky Ballistics did a video a few weeks back about how many bullets it takes to get a vehicle to stop.
It really took a lot of doing and seemed to be more lucky hits on critical parts of the engine (firing blind into the front of the vehicle) more than anything.
