Gov. Howler is trying to change his image,

from vicious, abusive tyrant who got a lot of people killed and ruined businesses and jobs, to "I didn't ORDER them to do that, they did it on their own!"

 Lying, nasty bastard he still is.  Who's probably wanting to run for office again and wants those inconvenient truths to go away.
