To the girl at the library in the skirt
If you're going to wear one that short, you'd better be comfortable in it; that you kept tugging at it says you're not. It doesn't make it any longer, and it draws attention.
Yes, you're certainly correct. Once you wear something revealing, you must have confidence and knows how to carry yourself. You're not supposed to be being shy because from the first place you chose to wear it.
