The article does not say that the gem dealer had a CCW. So maybe if he did and received the training he would not have shot? There is absolutely no way I would fire at a fleeing car and most certainly in heavy traffic but I have a license and the ramifications of a miss just like this one were made very clear to me.
Just following Rules II and/or IV would prevented this mess. Needless to say, this will get the anti's howling.
