When I was active ...Seems a little confusing to me. When I was active duty, I remember being held responsible for my little corner of the world very shortly after reporting in. If I inherited a C-F, it was sorta my job to clean house, find good help, put them in place, and proceed with the mission.<br />I could almost get away with "it was like this when I got here" for the first three months or so, but that's about it.<br />To put things in perspective, this bozo has been in command for just about the length of an average tour, and he still can't find the reins.
