The school blew it, multiple times.
The Sheriff's Office blew it, multiple times.
We find out that the deputy who was ON DUTY AT THE SCHOOL stood outside while people were being murdered.
We also find out that
The sheriff’s deputy who did “nothing” while Nikolas Cruz killed
seventeen people also refused to share information on Cruz with state social services during a 2016 investigation into his home life.
But the NRA and the gun were entirely responsible. Right.

Oh, and if the chumbucket was a "vulnerable adult due to mental illness" as DCF claimed, then had he also been adjudicated mentally deficient. Which means he was a prohibited person no one reported to NICS.
