You're not exactly a friendly sort, and use "Don't make me fear for my safety!" as a threat against people. And a pushy bastard trying to make people do something you can arrest them for.
I could see "Sir, you're standing in the street, can you move so you don't get run over" or something like that; especially with all the pressure and noise on that department right now, the implied threats are NOT a good idea. Neither is pushing people, trying to make them do something you can call a threat/violation/whatever so you can put them in jail(after all, booking them is indoors, whereas writing the tickets means standing out in the damp).
