I'd change it slightly

In the end, the difference between a mugger and a Nazi concentration camp commander or communist party commissar is the scale, not the mindset

Naw. (I've never liked that one of Oleg's, much as I generally love his work).

The mugger has maybe two mindsets - either you're an easy way to get his next fix or whatever, or you're fun to intimidate and make him feel big.

The Nazis and Communists, well - they tended, from all I hear, to actually think they were serving "The Greater Good" (of either Germany or the Party, respectively).

Some of them were of course sadists, most more of them weren't, too all evidence.

Along the lines of the famous Lewis quote, that's arguably worse.
